I'm saying I see Americans spell it "booly" sometimes, and I assume it's to represent an odd pronunciation.

I haven't seen that. Are they using that spelling for "bully" or for "boolean"? And if they're representing an odd pronunciation, presumably it's odd to them, i.e., they don't pronounce it that way and heard someone else who does. (Unless they're spelling it phonetically, and you think it's odd they're spelling it that way?)

Anyhow, for me
boolean = /ˈbu.li.ən/
bullying = /ˈbl̩.i.ɪiŋ/ or maybe /ˈbɤl.i.ɪiŋ/
which have completely different vowels in the first syllable.

Bully. And I guess I just assumed that it would come out that way if they exaggerated the pronunciation and that's why they did it?
