What about cult-leader!Suzaku, who successfully recruited? (Personally, I think Suzaku is town, but he could potentially not be). Order of operations isn't my strong suit, but it couldn't hurt to ask. I had assumed he was on the top of your Town>Scum list solely because he was the target of the NK....
